E-Waste Collection in Rajasthan: How Businesses Can Arrange Safe Pickup & Recycling

Businesses in Rajasthan can arrange safe e-waste collection in four moves: list the equipment, choose a recycler authorised by the Rajasthan State Pollution Control Board (RSPCB) and registered on the CPCB portal, schedule collection, and keep the certificate of recycling on file. This guide explains each step and the rules behind it.

Why E-Waste Collection Matters for Rajasthan Businesses

Rajasthan's e-waste volumes have grown sharply: the state recorded about 8,478 metric tonnes in 2018-19 and about 31,697 metric tonnes in 2022-23, then 25,702 tonnes in 2023-24, according to figures given to the state Assembly. Offices, factories, hospitals, schools and retail chains in Jaipur, Jodhpur, Udaipur, Kota and other cities all add to that pile every time they upgrade laptops, servers, printers, UPS units or batteries.

The same state data shows only 23 e-waste processing units (recyclers, dismantlers and refurbishers) operating in Rajasthan, so the choice of who collects your equipment matters. Old electronics contain lead, mercury, and cadmium, and hard drives often hold customer or financial data. Handing them to an unregistered scrap dealer exposes your business to two risks at once: environmental harm and a data breach.

The state has acted on the problem. It released the Rajasthan e-Waste Management Policy 2023, which aims to maximise collection, bring the informal sector into the formal one, and ensure collected e-waste is processed only by authorised dismantlers and recyclers. It also set up an Integrated Resources Recovery Park at Tholai village, Jamwa Ramgarh, Jaipur, for e-waste, plastic and battery waste units.

What the Law Expects: E-Waste (Management) Rules, 2022

India's E-Waste (Management) Rules, 2022 were notified on 2 November 2022 and have been in force since 1 April 2023 (Rajya Sabha reply, MoEFCC). They are built on Extended Producer Responsibility (EPR), where producers must ensure the e-waste from their products is recycled through registered recyclers.

For a business that simply uses electronics, three points matter:

  • Bulk consumer threshold. A bulk consumer is any entity that has used at least 1,000 units of listed electrical and electronic equipment at any point in a financial year, and the definition includes e-retailers.

  • Hand over only to registered entities. Bulk consumers must give e-waste only to a registered producer, refurbisher or recycler. The older duty to keep records and file annual returns was removed.

  • Registered entities cannot deal with unregistered ones. Recyclers, refurbishers and producers registered under the rules may not trade with unregistered counterparts, so an unregistered collector cannot lawfully pass your waste into the formal chain.

The 2022 Rules also shifted registration from state boards to the Central Pollution Control Board (CPCB) online portal for producers, refurbishers and recyclers (Lakshmikumaran & Sridharan). State boards such as the RSPCB still oversee activity in Rajasthan, and the rules carry environmental compensation and audit provisions (Rajya Sabha reply, Feb 2025).

Even if your business is below the 1,000-unit mark, the practical advice is the same: use a registered, authorised recycler and keep the paperwork.

What Counts as Business E-Waste?

Business e-waste is any electrical or electronic equipment your organisation no longer uses, whether it works or not. The table shows the items most Rajasthan offices and factories accumulate and why each needs care.

How to Arrange E-Waste Pickup in Rajasthan, Step by Step

To arrange e-waste pickup in Rajasthan, list what you have, pick an authorised recycler, book a one-time or recurring collection, and collect the certificate after recycling. In detail:

  1. Take stock. Note each item type, approximate quantity, location and condition. Keep batteries and anything holding data on a separate list.

  2. Choose one-time or recurring. A one-time pickup suits an office move or a hardware refresh. Branches and factories that generate waste all year usually do better with a monthly or quarterly schedule.

  3. Shortlist authorised recyclers. Check registration and authorisation before you call (the checklist is in the next section).

  4. Send your inventory and request a quote. Share the list, pickup address, a contact person, and any access limits such as loading hours or lift size.

  5. Prepare the equipment. Back up what you need, sign out of accounts, bundle items by type, and keep batteries dry, upright and uncrushed. Clear a path for the collection team.

  6. Hand over against a record. Count or weigh the items with the collection team and sign a handover record that you keep.

  7. Let the recycler process it. Material should travel in a secure vehicle to a registered facility where it is dismantled, data-bearing devices are destroyed, and metals and plastics are recovered.

  8. File the certificate. Ask for the certificate of recycling or destruction for the batch and store it with your compliance, ESG, and audit records.

A good recycler will handle steps 4 to 8 with you, so your team's job is mainly the inventory and the sign-off.

How to Verify an E-Waste Recycler Before Handover

A recycler is safe to use when it is registered on the CPCB portal, holds the state-level approval to operate in Rajasthan, and can show paperwork for every batch. Ask for these five things before you sign anything:

  • Registration and authorisation. The recycler's CPCB registration and its RSPCB approval. Registered entities are barred from dealing with unregistered ones, so a collector who cannot show registration cannot pass your waste into the formal chain.

  • Facility details. Where your material will be processed, and whether the facility belongs to the recycler or to a partner.

  • Data destruction process. How hard drives, SSDs, and phones are wiped or physically destroyed, and whether you receive proof.

  • Chain of custody. Vehicle details, handover records, and tracking from your site to the recycling plant.

  • Certificates. A certificate of recycling or destruction for each batch, usable in audits and sustainability reports.

Treat a very high cash offer for mixed e-waste with caution. Informal buyers often pay for the metals and dismantle the rest unsafely, which leaves your business holding the liability.

Producers and importers who also buy EPR certificates should ask for evidence of real processing capacity, not just the certificate.

Five Mistakes That Create E-Waste Liability

The most common errors are easy to avoid once you know them:

  1. Selling to the first scrap buyer who calls. A kabadiwala or unregistered dealer cannot give you a recycling certificate, and you lose track of where the material goes.

  2. Skipping data destruction. Deleting files or reformatting a drive does not make the data unrecoverable.

  3. Letting batteries sit in the pile. Lithium-ion and lead-acid batteries are a fire and chemical hazard in a storeroom. Separate them early.

  4. Collecting no paperwork. Without a handover record and a certificate, you cannot prove compliance in an audit or a sustainability report.

  5. Waiting for a full storeroom. Booking a recurring pickup is easier to manage than clearing years of backlog in one go.

Frequently Asked Questions About E-Waste Collection in Rajasthan

Q1. How can a business arrange e-waste pickup in Rajasthan?

List the equipment, choose an authorised recycler, share the inventory and pickup address, and book a one-time or recurring collection. After recycling, collect the certificate. Hulladek PWL takes requests through its contact page and by phone at +91 78789 40255.

Q2. Is e-waste disposal mandatory for businesses in Rajasthan?

Under the E-Waste (Management) Rules, 2022, bulk consumers (entities that used at least 1,000 units of listed equipment in a financial year) must hand e-waste only to a registered producer, refurbisher, or recycler. Smaller businesses are not named in that duty, but using a registered recycler is still the safe route.

Q3. Which authorities regulate e-waste in Rajasthan?

Q4. What documents should I receive after an e-waste pickup?

Keep a signed handover record from the day of pickup and a certificate of recycling or destruction for the batch. Together they support audits, ESG reports, and EPR filings.

Q5. Is my data safe on old laptops and servers?

Only if the recycler destroys or wipes the drives and can prove it. Ask about the method and request a destruction record. Hulladek PWL provides data destruction as part of its IT asset disposal service.

Q6. How much does e-waste pickup cost?

Terms depend on the quantity, type, and condition of the equipment and on your location. Send your inventory with the pickup request to get a quote.
